"Outsourcing system may not be used for jobs outside the five jobs."
Jakarta (ANTARA News) - Manpower and Transmigration Minister Muhaimin Iskandar said a regulation on outsourcing system of recruiting workers will be issued by the end of this month.

The regulation has been in final preparation over the past month, Muhaimin said here on Friday.

His statement came following massive strike on Oct 3 crippling process of production in industrial centers with more than 2 million workers taking to the street in big cities in the country.

The workers demanded abolition of outsourcing system, better pay and health security.

Muhaimin said under the new regulation outsourcing system may not be used for workers for the essential part of work .

Outsourcing workers could only be used for non essential part of the business including cleaning service, security, catering and mining supporting jobs, he said.

"Outsourcing system may not be used for jobs outside the five jobs," he said.

Companies are given transitional period to comply with the regulation, he said.

"The transitional period is given that those already employed would not lose their jobs," he added.

Meanwhile in East Java and West Java, steps already began to create order in the operation of outsourcing firms, he said.

"East Java has over the past month made inventory of outsourcing agents and West Java is set to follow," he said.

All outsourcing agents are required to register themselves again to make control easier, he said.

"Those failing to have themselves registered again would be considered illegal and violation of the regulation would face their license revoked," he said.
