Jakarta (ANTARA News) - Finance Minister Chatib Basri said there was a budget deficit of Rp153.3 trillion in the 2012 fiscal year.

"Based on state revenues and grants and state expenditures there was a deficit of Rp153.3 trillion or up to 80.64 percent of the 2012 revised budget recorded at Rp190.10 trillion," he said here on Tuesday when presenting the bill on 2012 budget accountability at a plenary session of the House of Representatives (DPR).

The minister said state revenues and grants in the 2012 fiscal year were recorded at Rp1,338.11 trillion or 98.52 percent of the 2012 revised budget recorded at Rp1,358.20 trillion.

"State revenues and grants in 2012 rose 10.53 percent compared to 2011," he said.

The state revenues and grants covered tax income, non-tax state revenue and grants.

Tax revenue in 2012 was recorded at Rp980.52 trillion which was 96.49 percent of the target of the 2012 revised budget set at Rp1,016.24 trillion.

"The tax revenue includes domestic taxes reaching Rp930.86 trillion and taxes from international trade at Rp49.66 trillion," he said.

Non-tax state revenues in 2012 totaled Rp351.80 trillion or 103.3 percent of the 2012 revised budget`s target of Rp341.14 trillion.

"The hike in the non-tax state revenue was caused by an increase in the realization of non-tax state revenue from natural resource sources due to increasing prices of gas and sales volume of mining products," he said.

Chatib said the non-tax state revenues consist of income from natural resource sources reaching Rp225.84 of which the government`s portion from state-owned companies` profits totals Rp30.80 trillion and income from public service agencies totaling Rp21.70 trillion and from other sources reaching Rp73.46 trillion.

Income from grants in the fiscal year 2012, he said, reached Rp5.79 trillion or 601.35 percent higher than in the revised budget which is recorded at only Rp0.l82 trillion.

He said realization of income from grants in 2012 grew significantly due to improvement in the awareness of ministries and state institutions to report their income from direct grants in terms of cash, goods or services to the finance minister.

The minister on the occasion also presented expenditures in the 2012 fiscal year which reached Rp1,491.41 trillion or 96.33 percent of the 2012 revised budget of Rp1,548.31 trillion.

"The state expenditures include central government spending totaling Rp1,010.56 trillion and transfers to regions totaling Rp480.64 trillion," he said.

He said the central government spending consists of Rp197.86 trillion for state employees, Rp140.88 trillion for goods purchases, Rp145.10 trillion for capital expenditures, Rp346.42 trillion for subsidies and other expenditures.

"The central government spending in the 2012 fiscal year rose by Rp126.84 trillion," he said.

In view of that the minister said realization of spending to cover the deficit reached Rp175.16 trillion of which Rp198.62 trillion comes from domestic sources and Rp23.46 trillion from foreign sources.

"So, there is excess budget of Rp21.86 trillion in the 2012 fiscal year. The domestic spending includes income from the use of excess budget totaling Rp56.17 trillion," he said.(*)
