"It will be very difficult to supervise unless the system is applied using a special technology," YLKI Chairman Tulus Abadi said.Jakarta (ANTARA News) - The discourse to implement the even-odd license plate scheme to replace the 3-in-1 system to overcome traffic jams in Jakarta is a setback, the Indonesian Consumers Institute Foundation (YLKI) stated.
"It will be very difficult to supervise unless the system is applied using a special technology," YLKI Chairman Tulus Abadi noted here on Tuesday.
Tulus remarked that the difficulties faced in supervising the scheme can lead to increased incidents of traffic violations and "on-the-spot settlements" where bribery can be rife among motorists and police officials.
It could also lead to frauds, such as document falsification or "business deals" related to license numbers of vehicles struck between police individuals and the public, particularly the owners of more than one vehicle.
Based on the macroeconomic principle, the application of the even-odd number plate scheme could also reduce economic growth as it would hinder the movement of people.
Tulus pointed out that the discourse on the even-odd license plate scheme only revealed the Jakarta regional governments despair to overcome traffic jams in the capital city.
Tulus is doubtful that the discourse is now being raised with a short-term interest in mind to benefit certain parties
"It is better for the regional government to implement the ERP system, which already has firm and clear regulations in place. It is already equipped with a law, government regulation, and bylaw," Tulus remarked.
Tulus added that the application of the even-odd system had no legal basis, so it gave the impression that if implemented, it was only a trial test.(*)
