Jakarta (ANTARA) - Public Works and Public Housing Minister Basuki Hadimuljono urged all Toll Road Corporations (BUJT) to streamline governance of their toll road service system by modernizing services through impetus from the COVID-19 pandemic.

“I believe that the momentum from the COVID-19 pandemic should be harnessed to improve public service governance and make the toll road operators healthier, akin to the health service system that is being continually improved due to the pandemic,” Hadimuljono noted in a press release received here on Friday.

The more toll roads are operated, the more complex will be the challenges that might arise, thereby necessitating the use of technology to bolster the toll road operational performance, according to the minister.

In 2020, some 40 toll road corporations had built 2,346 kilometers of toll roads, covering 60 segments across Indonesia, he pointed out.

“The challenge of toll road traffic management is not only managing 1.3 billion transactions valued at Rp22 trillion in 2020 but also managing the governance aspect of traffic operation aimed at slashing the existing accident fatalities. This becomes an important aspect of the Intelligent Tollroad System that is also a part of the Intelligent Transportation System,” Hadimuljono expounded.

Intelligent Toll Road System, or Tollroad 4.0, will be a toll road operational feature in the near future and will be started by implementing a contactless transaction system or multilane free flow (MLFF) in 2023, Hadimuljono explained.

The minister noted that the toll road operating system will be modernized by utilizing surveillance technology to check for dimensional compliance and overloaded vehicles in a bid to ensure greater smoothness, safety, and comfort on the road, in particular, for the maintenance aspect.

“I want to reiterate the joint agreement reached among the transportation minister, industry minister, and public work and public housing minister on February 24, 2020, that dimensional and overloading screening of vehicles were crucial parameters to allow vehicular flow on the toll roads starting from January 1, 2023,” he emphasized.

Hence, Hadimuljono called on all toll road corporations to install weight in motion (WIM) technology and over dimension detector by the end of 2022.

“Thus, those found flouting the dimensional and overloading parameters can be prosecuted with effect from January 1, 2023. This technology will be connected to the electronic traffic law enforcement (ETLE) operated by the National Police Traffic Corps (Korlantas Polri),” he revealed.
