Jakarta (ANTARA) - The Ministry of Industry is disseminating information on new regulations for Non-Tax State Revenue (PNBP) management in the internal environment to edify PNBP administrators and service users on procedures to determine PNBP types and rates.

"We are optimistic that this activity would accelerate industrial development programs as well as encourage national economic growth," Secretary-General of the Ministry of Industry Dody Widodo noted at the PNBP Management Socialization and Webinar event on Thursday.

Widodo drew attention to several regulations pertaining to the management of PNBP, comprising Government Regulation (PP) Number 69 of 2020 on procedures for determining rates for types of PNBP, PP Number 54 of 2021 on types and rates for PNBP applicable to the Industry Ministry, and Industry Ministry Regulation Number 12 of 2021 on amounts, requirements, and procedures for imposing certain rates on PNBP applicable to the Ministry of Industry.

"Government Regulation Number 69 of 2020 provides flexibility in setting the PNBP rates in the context of optimizing state revenues and ensuring justice," Widodo remarked.

With the enactment of Government Regulation No. 54 of 2021 and Industry Ministry's Regulation Number 19 of 2021, the Industry Ministry has adjusted the type and rate arrangements for PNBP types by expanding the scope of PNBP types and rates organized by the Industry Ministry as well as the PNBP incentive arrangements, specifically the provision of rates of 75 percent and up to IDR 00 or 0 percent.

"From the details of revenue source listed in PP No. 54 of 2021, it is known that apart from revenue from services provided by the Industry Ministry, Government Regulation No. 54 of 2021 has also accommodated administrative fines arising from the implementation of duties and functions of the ministry," Widodo remarked.

The regulation is outlined in Government Regulation Number 41 of 2015 on development of industrial resources, Government Regulation Number 142 of 2015 on industrial estates, Government Regulations Number 29 of 2018 on industrial empowerment, and Government Regulation Number 28 of 2021 on implementation of the industrial sector.

"Furthermore, this provision of incentives is mandated by Law Number 9 of 2018 and is proof of the Industry Ministry's firm stance that the imposition of PNBP is related to the conditions and capabilities of certain service user groups," Widodo concluded.

In addition, the provision of incentives will be managed, so that in future, the number of incentives at the Ministry of Industry will be recorded in a more informative and accountable manner. (
