"This criminal act involves syndicates that comprise multiple people. Starting from kidnapping, trafficking, and rape, this savagery is unfitting for a nation founded on the Pancasila ideology," she remarked.
Moerdijat made the remarks in response to the rape of a 14-year-old girl by a group of men in Bandung, West Java, in the middle of December 2021.
All parties, including the people's representatives who are discussing the sexual violence prevention bill, should respond to the prevalence of sexual violence cases, she said.
They should respond by expediting the legislative process so that the sexual violence prevention bill can be promptly ratified as law.

Based on the Denpasar 12 Discussion Forum, existing legal instruments are not yet capable of protecting women and children from the threat of sexual violence, she noted.
"Especially since there is a tendency for sexual violence perpetrators to be organized, which necessitates a comprehensive system that encompasses prevention, adequate protection, and penalty that deters wrongdoers," she affirmed.
One of the pre-emptive steps that a nation can take to remove threats that could endanger its citizens is formulating a regulation that could eliminate that danger, she explained.
The sexual violence prevention bill, which is currently awaiting approval at the plenary meeting to be made the House of Representatives' (DPR) initiative bill, is one such step, she said.
Moerdijat urged the DPR leadership to have the bill approved without delay during the plenary meeting so that it can be discussed with the government and ratified into law to prevent acts of sexual violence in Indonesia.
