Like in Tegalrejo Village, economic activities must be conducted, but we must also find solutions for the people. Are people given the Right to Use (Hak Pakai) because they already master the land while waiting for the expiry of the HGU in accordance
Jakarta (ANTARA) - Cross-sectoral cooperation should be conducted in resolving the agrarian conflict arising between state plantation holding firm PT Perkebunan Nusantara (PTPN) XII and the smallholder community in East Java.

Agrarian Affairs and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Hadi Tjahjanto made the statement while visiting the Right to Cultivate (HGU) land of PTPN XII's Pancursari Plantation in Tegalrejo Village, Malang, East Java, Sunday.

Tjahjanto pointed to an overlap in land rights wherein the small-scale plantation community also holds a Certificate of Right of Ownership on the same land.

The minister emphasized that the conflict occurring in East Java deserves special attention, so that it can be resolved at the earliest.

"Like in Tegalrejo Village, economic activities must be conducted, but we must also find solutions for the people. Are people given the Right to Use (Hak Pakai) because they already master the land while waiting for the expiry of the HGU in accordance with the license?" he remarked.

Hence, Tjahjanto called on his staff to accelerate the Complete Systematic Land Registration (PTSL) Program, with a target of registering 126 million parcels of land by 2024.

"I have coordinated with the governor of East Java to accelerate (the PTSL program). It has been broken down by each district to the sub-district level, and it is mapped to complete the target," Tjahjanto remarked.

Furthermore, he drew attention to the high level of public interest in the PTSL Program, so information about it should be disseminated more to the community.

"We have tried to resolve (the disputes) administratively, such as by issuing a certificate, (so that it) has the force of law. However, there are important things that we must also learn because this agrarian problem also concerns other agencies, (and) we must sit together," he added.
