"There are at least two main tasks, with the first being completing (the implementation of) agrarian reform and second is to complete the administration of recognition of ulayat land (customary land) and jointly owned land with customary law communities throughout Indonesia," Professor of Agrarian Law, Faculty of Law, at Andalas University, Prof. Kurnia Warman, stated on Wednesday.
President Jokowi inaugurated former National Defense Force Commander Marshal Hadi Tjahjanto and Indonesian Solidarity Party politician Raja Juli Antoni as minister and deputy minister of agrarian and spatial planning.
The president explained that Tjahjanto was selected as the agrarian and spatial planning minister due to his background as general of the National Defense Force and on account of his experience in the control of Indonesia's geographical area.
President Jokowi urged the newly officiated minister to immediately address the matter of land disputes and land certificates in the Complete Systematic Land Registration (PTSL) Program.
A land observer from the Agrarian Reform Consortium, Iwan Nurdin, remarked that the replacement of the agrarian and spatial planning minister indicated the need for expediting the realization of agrarian reform that the government had to undertake.
Nurdin acknowledged that Tjahjanto was adept at understanding Indonesia's geographical area owing to his experience as commander. However, he believes that the former commander required to develop a broader understanding of land conflicts.
"Of course, there is experience in terms of geographic control, (but comprehension) over land conflicts is certainly not there. Moreover, the problems are very different and also how to handle them," Nurdin stated.
After being sworn in, Tjahjanto expressed his commitment to completing the land certification process through the PTSL Program.

"My first task is to complete the (process of issuing) certificates to the people, which, so far, has been realized for as many as 81 million (parcels of lands). The target we want to achieve is 126 million certificates," Minister Tjahjanto stated after the Inauguration Ceremony of Ministers and Deputy Ministers of the Onward Indonesian Cabinet at the Presidential Palace on Wednesday.
Tjahjanto is committed to realizing the target of issuing certificates for up to 126 million parcels of land by 2024, along with his assistant, Deputy Minister of Agrarian and Spatial Planning, Antoni, who was also sworn in on Wednesday.
He will coordinate with stakeholders in the region to observe the situation of the land, so that there would be no disputes.
"The land dispute may also overlap between the property of another institution or unit and that of the people. We will soon resolve that," he remarked.
