"The point is, the development of women's empowerment and child protection must be more effective. We need to instill them in families," he said at a webinar on "Creating Empowered & Resilient Indonesian Families in Welcoming a Golden Indonesia,” which was accessed from here on Wednesday.
This is important because even though the law has emphasized that every citizen has the right to a decent living, in reality, until now, the position of women is still behind men in this regard, and children's rights are also still being neglected, he noted.
For that reason, development that pays attention to gender mainstreaming is crucial. "This should become a concern," he said.
The Ministry of Women's Empowerment and Child Protection is continuing to encourage the strengthening of family quality through the implementation of local government policies in accordance with the law.
"Families that we want to create are quality families, namely families that are gender-responsive and pay attention to children's rights," he said.
The Ministry of Women's Empowerment and Child Protection has compiled the Family Quality Index to measure family quality.
Santosa said the index uses 29 indicators from 5 dimensions to measure family quality.
The index can only make measurements nationally and provincially because not all districts and cities have valid data, he added.
For implementing the quality development of gender-responsive families, it refers to the concept of family resilience as regulated in the Minister of Women's Empowerment and Child Protection Regulation Number 6 of 2013 concerning family development, which consists of five components of resilience.
The five components of resilience are the legal basis of marriage, family integrity, gender partnership in the family, physical resilience, economic resilience, social-psychological resilience, and sociocultural resilience.
