"The MPR RI for the 2019-2024 period will instead initiate a breakthrough through a constitutional convention. MPR RI speakers also inform President Jokowi about the MPR RI Research Team's report on PPHN's substances and legal form as the guiding star that assures the continuity of development programmes," Soesatyo noted in his statement here, Thursday.
After attending a consultation meeting between MPR RI speakers and the president at the State Palace on Thursday, he explained that the parliament's research team concluded that enacting PPHN through the MPR RI Resolution would be the best option.
Enacting the PPHN requires no constitutional amendment, as the guidelines could instead be established through the constitutional convention, which needs concurrence from the national executives, legislatures, and the judiciary, he stated.
"Hence, during the 2022 MPR RI Annual Session that will take place on August 16, MPR RI will form an ad-hoc committee authorised to draft the MPR RI Resolution. One of their tasks will be to prepare a constitutional convention to allow our country to have the PPHN without the need to amend the Constitution," Soesatyo noted.

He stated that President Jokowi is committed to be present at the Constitution Day and the 77th MPR RI anniversary commemoration expected on August 18.
The commemoration is not merely a ceremony but a historical responsibility to affirm Indonesia's path to the future and is an opportunity to evaluate how the Constitution is implemented in national development, Soesatyo remarked.
While Constitution Day was earlier commemorated only by the parliament, the speaker expressed hope that all parts of the nation, including the government and the people, would also commemorate the day this year, which falls a day after Independence Day.
Moreover, Soesatyo also informed the president that MPR RI's initiative to establish the Global People's Consultative Assembly Forum had received endorsements from various countries.
Saudi King Salman bin Abdulaziz al-Saud and Saudi Consultative Assembly speaker, Moroccan Parliament speaker, secretary general of Muslim World League, and ambassadors of various Muslim countries are among the officials endorsing MPR RI's initiatives, he stated.
The parliament speaker noted that the forum's establishment is expected to be declared by the end of 2022 at the Asia-Africa Building, Bandung, a venue with historical significance as the birthplace of the Asia-Africa Conference.
