Jakarta (ANTARA) - The legal authority to appoint and dismiss high-ranking police officers rests with the President, Head of the Public Relations Division of the Indonesian Police, Inspector General Dedi Prasetyo has said.



A presidential decision needs to be issued to finalize the dismissal of officers who are given dishonorable discharge — a sentence that was recently given to Inspector General Ferdy Sambo for committing the premeditated murder of Brigadier Yosua Hutabarat, he informed.



"For high-ranking police officers sentenced to a dishonorable discharge, per the presidential decision, the President (is authorized to) appoint and dismiss the officers," Prasetyo said here on Friday.

Sambo was recently named a suspect in Brigadier Hutabarat’s murder, along with his spouse, Putri Candrawathi, officers Richard Eliezer and Ricky Rizal, and Sambo's family chauffeur, Kuat Ma'ruf.



Like Prasetyo, National Police Commission member Poengky Indarti pointed out that the Indonesian Police Chief Regulation No. 3 of 2016 on police rank administration states that a presidential regulation is the legal basis for the appointment and dismissal of high-ranking police officers.



"After FS's (Fredy Sambo's) dishonorable discharge sentence is legally binding, the police chief will be notified, and he will forward the notification to the President, who will sign the presidential decision to discharge FS," Indarti informed.

Earlier, the Police's Code of Ethics Commission sentenced Sambo to dishonorable discharge for committing the premeditated murder of Brigadier Hutabarat, which was held to be a serious violation of the Police Professional Code of Ethics.



The decision was taken after the Police's Code of Ethics Commission conducted a parallel code of ethics trial here from Thursday morning until the wee hours of Friday.



"It is a dishonorable discharge, or PTDH, as a member of the National Police," the commission's Head Commissioner General Ahmad Dofiri, who chaired the trial, said.



Sambo admitted to all actions he had committed, expressed regret, and apologized to his colleagues.



He also voiced his right to appeal the dishonorable discharge and said he was ready for any decision.
