Jakarta (ANTARA) - A national energy crisis and/or energy emergency will be declared if it disrupts government functions, social life, and economic activities, the National Energy Council (DEN) said here on Wednesday.

"Energy crisis emergency will be determined by considering its impact escalation, based on operational and technical conditions that are measured nationally," DEN secretary-general Djoko Siswanto said here on Wednesday.

Earlier, the Energy and Mineral Resources Minister issued Ministerial Regulation No. 12 of 2022 concerning procedures for determining and handling energy crises and/or energy emergencies.

The national energy crisis or emergency will be proposed by the Energy and Mineral Resources Minister based on DEN’s recommendations and will be determined by the President.

Meanwhile, some stakeholders related to the energy sector have anticipated the potential of an energy crisis or emergency and the readiness to overcome it based on four steps.

The first step has involved the identification and monitoring of the energy supply and needs. The second has involved the simulation of energy crisis handling measures.

The third has involved mapping international cooperation opportunities, such as what has been already established in the Trans ASEAN Gas Pipeline (TAGP). The last step has involved cooperation with other parties in building an energy emergency response system.

"We have (a number of) cooperation agreements that serve to help a certain country that lacks energy, so they (other countries that are bound by the cooperation agreements) can supply the energy to countries in need," Siswanto informed.

Furthermore, regional leaders such as governors and even business entities can submit proposals to the Energy and Mineral Resources Minister, along with a report of energy availability and needs, for declaring an energy crisis or emergency.

The related directorate general would then evaluate the proposal and report the results to the minister. After that, the minister would coordinate with many stakeholders for handling the energy crisis or emergency.

The emergency measures would need to be taken promptly and cannot be delayed by providing convenience in terms of goods and services procurement and land acquisition.

"The energy crisis emergency handling will cease if the condition of energy supplies has been restored," Siswanto said.
