Jakarta (ANTARA) - The Law and Human Rights Ministry has said that Government Regulation (PP) No. 21 of 2022 concerning amendments to PP No. 2 of 2007 offers solutions to issues related to citizenship.

"This regulation (PP No. 21 of 2022) was prepared to provide protection and legal certainty for the people of Indonesia, and is an entry point for all Indonesians to contribute to the development," the director of state administration at the ministry Baroto said here on Tuesday.

During a workshop on "Strategies for Strengthening the Implementation of Citizenship Regulations for Realizing Legal Protection and Certainty for Children with Dual Citizenship" in Bandung, Baroto explained that PP No. 21 of 2022 makes things easier for children with dual nationality—both those who have not registered as Indonesian citizens and those who have registered, but have not yet chosen Indonesian citizenship.

"The application registration deadline is until May 31, 2024 (for children with dual nationality who have not yet registered). The application is through the ministry's regional office at the applicant's domicile," he informed.

In addition, the regulation has been devised to help children with dual nationality to register as Indonesian citizens.

Under the regulation, children born within the territory of the Republic of Indonesia, who do not meet the requirements to obtain an immigration permit certificate (ITAP / ITAS), can attach residency biographical data (biodata) issued by the Population and Civil Registration Office.

"Second, for children who do not have a job and/or income as required, they can be represented by their parents as sponsors," he explained.

Third, they will be subject to a different rate of Non-Tax State Revenue (PNBP), which would be only Rp5 million (US$321).

Baroto said that as part of the global society and community, Indonesia's regulations and policies must uphold the universal values of citizenship, such as preventing statelessness.

Indonesia upholds the principle of jus sanguinis, under which citizenship is acquired based on the nationality of one or both parents, and only recognizes dual citizenship on a limited basis.
