Jakarta (ANTARA) - Coordinating Minister for Human Development and Cultural Affairs Muhadjir Effendy has stressed that human resource development programs must be conducted in a sustainable manner, from upstream to downstream.

"Human resources development cannot be done separately; it has to be pursued in a sustainable manner from the upstream — that being the first 1,000 days of life — all the way to the downstream, which is the elderly people," the minister expounded here on Friday.

To build human resources of good quality, one can adopt the human capital life cycle approach, he said.

The cycle includes five phases, those being pregnancy or the first 1,000 days of life and toddlerhood; students or mid-level education; university students; workforce and families; as well as elderly people.

Effendy noted that to pursue efforts to ensure a better generation, there need to be integrated planning, implementation, evaluation, and control processes.

Moreover, he informed that the government has issued Presidential Regulation Number 153 of 2014, which provides details about the grand design of population development that aims to achieve better quality human resources.

"Those are important factor in developing the quality of the population and achieving national advancement," Minister Effendy remarked.

An education expert from Gadjah Mada University, Prof. Agus Sartono, said that human resource quality development is key to responding to the demographic bonus.

"Developing human resources development is very important so that the demographic bonus —which is marked with a huge proportion of people of productive age — can be optimized,” he said.

He also said that efforts to reduce stunting form one of the main aspects of quality human resource development.
