Surabaya, East Java (ANTARA) - Administrative and Bureaucratic Reform Minister Abdullah Azwar Anas has promised that there will be no mass layoffs of honorarium workers once their position is abolished on November 28, 2023.

"In this regard, President Joko Widodo (Jokowi) has given a directive to the ministry to find a solution. Hence, we are continuing to communicate intensively with district heads, associations of mayors, governors, and the House of Representatives," he said at Airlangga University here on Tuesday.

He informed that according to Law No. 5 of 2014 concerning State Civil Apparatus (ASN) and Government Regulation (PP) No. 49 of 2018, the positions of non-civil servants (non-ASNs) or honorarium workers will be eliminated on November 28.

"If we implement this, then there will be a big commotion, because there will be a mass layoff on November 28," he said.

According to Anas, the plan to end honorarium workers' positions will become a big problem if it is not handled properly.

In fact, he said, honorarium workers have helped a lot in public services, and laying them off at one time will disrupt public services in the regions.

"There needs to be a serious evaluation to prevent disturbances and a mass layoff," he said.

As they were recruited by local governments, they should be qualified and have skills, he added.

He said his side and the Supreme Audit Board (BPK) will conduct an audit of some honorarium workers to receive accurate data based on the provisions.

On Monday (April 10), in a meeting with the House, Anas said that the government is preparing a win-win solution for overcoming issues related to non-ASNs.

"In fact, the role of non-ASNs is quite vital in supporting many public service functions so that the government considers input from the House, the Regional Representative Council (DPD), local government associations, and related stakeholders for a win-win solution," he said.
