"The Communication and Informatics Ministry is still reviewing the proposal from ATVSI that is concerned about the legislation process of the broadcasting bill in the House of Representatives," Patria informed here on Wednesday.
He said that ATVSI has shared its written opinion on several issues related to the bill.
The association has emphasized the importance of regulating digital platforms by redefining the word "broadcasting" and requiring digital platforms to obtain broadcasting permits from the government.
According to Patria, changing the definition of "broadcasting" to make digital platforms subjects that need to obtain permission from the government will fundamentally change the government's perspective and treatment of digital platforms and their entire ecosystem.
This would include content creators who channel their freedom of expression through digital platforms.
The deputy minister said that the government will also need to think about the consequences of such a philosophical change, including the change in duties and functions of state agencies.
This would include the administration of licensing, supervision, and control of digital platforms, and ways to establish related agencies and resources so that the new duties can be carried out.
Patria further said that the ministry has received an input about the shift in advertising agencies, which now place more advertisements on online media, which raises the need for a policy that can protect the national television and radio industry.
"We understand the concerns of various elements of the industry and society, such as concerns about commercial competition," he added.
He said that the government and industry players cannot dictate society's habits regarding media consumption.
Therefore, industry players must keep pace with societal shifts and market mechanisms, he added.
