"We recommend reforming zakat governance and institutions through the establishment of the Indonesian Zakat Commission," IZW member Arif Rahmadi Haryono said during a hearing with the House of Representatives (DPR) at the Parliament Complex here on Wednesday.
According to Haryono, the commission could later serve as a coordinator, regulator, and supervisor. Meanwhile, the National Amil Zakat Agency (Baznas) and the Amil Zakat Institute (LAZ) would remain operator institutions.
"In the academic manuscript we have prepared, we propose that the Indonesian Zakat Commission should have the functions of coordinator, regulator, and supervisor. The operational role will be given to Baznas and LAZ," he informed.
He said that Law Number 23 of 2011 concerning zakat management will need to be revised to set up the Indonesian Zakat Commission.
According to the IZW, the current dominance of Baznas as a state institution in zakat management is an issue.
The IZW is of the view that the multi-role authority of Baznas—as auditor, regulator, and operator—could potentially create injustice among other zakat management institutions.
Hence, it has sought the DPR's support to push discussions on revising Law Number 23 of 2011.
Haryono said that revising the Zakat Management Law is crucial to provide a legal foundation and set competency standards for zakat management.
He added that the law's revision would also accommodate non-institutional zakat managers, such as ulama, kiai, or Islamic boarding schools.
Furthermore, his side has proposed that the law revision ensure that zakat distribution contributes to poverty alleviation, development issues, and humanitarian efforts.
