"The state can carry out budget efficiency, considering that operational costs in correctional institutions are very large in meeting the needs of correctional inmates," he remarked during a working meeting with Commission XIII of the Indonesian House of Representatives (DPR RI) at the Parliament Complex, Senayan, Jakarta, on Wednesday.
According to the minister, the state can achieve budget efficiency as the operational costs for meeting the needs of inmates in correctional institutions are very high. The state can save money on daily inmates' needs, such as food, health, and security in various correctional facilities.
Andrianto also highlighted the plan to grant amnesty to address the problem of overpopulation in Indonesian prisons, currently at 87 percent over capacity.
"Amnesty also helps reduce the number of correctional inmates. This program can overcome the problems of prisons being over-capacity," he stated.
According to Andrianto, the amnesty grant also encourages social reintegration, allowing prisoners to return to society and boost their spirits to build better lives.
"It motivates inmates to behave well and helps the coaching and rehabilitation program in correctional institutions," he stated.

The minister stated that inmates receiving amnesty are planned to be included in the rehabilitation program in collaboration with the National Narcotics Agency (BNN) and the Reserve Component (Komcad) training program.
At the start of the meeting, he remarked that based on the results of the initial verification and assessment, 19,337 inmates passed the verification for the amnesty grant.
Before the verification and assessment stage was carried out, his side planned to include 44,495 inmates.
Andrianto remarked that the number of inmates who passed the amnesty verification could still change due to special religious remissions.
"The number of inmates who passed the verification is predicted to increase, considering we will also grant special religious remissions on religious holidays and integration programs," he stated.
