The ministry's Director for Climate Change Adaptation, Yulia Suryanti, stated at the launch of NAP drafting here on Friday that the NAP is one of the documents that must be given careful consideration to address climate change.
"The adaptation plan must reach the district and city level," she remarked.
The NAP is a document that must be submitted by countries that ratified the Paris Agreement to the UNFCCC Secretariat, with Indonesia planning to submit it this year.
She explained that the adaptation plan should not stop at the district and city levels but must be tailored to specific areas, as climate change impacts vary across regions.
Preparation of the NAP began this month with a series of discussions among ministries and agencies, followed by public consultations.
Suryanti affirmed that the Ministry of Environment planned to submit the document to the UNFCCC Secretariat in November 2025, or ahead of COP30 in Brazil.
According to Suryanti, the NAP is being drafted by first identifying impacts and the available options based on Indonesia's capacity.
The NAP document that the government is currently drafting will outline the cross-sector implementation strategy down to the grassroots level.
It will include elements of monitoring, reporting, and review to ensure the adaptation strategy is in accordance with the territorial conditions of each sector and region.
On the same occasion, the ministry's Deputy for Climate Change Mitigation, Ary Sudijanto, underscored that the NAP should include an inventory of impacts, climate change projections, preparation of adaptation measures based on impacts, implementation strategies, and systems for monitoring and evaluation.
