"Of course, we prioritize and give special attention to lecturers from 3T regions," he stressed in Jakarta on Monday.
Yuliarto said that his ministry is offering a "degree by research" program, under which the doctoral study is conducted through research. This method allows lecturers to remain in their current positions while pursuing their studies.
"We've discussed with many university rectors, making it possible to implement what is called a degree by research. So, under this doctoral program, lecturers conduct their research at the institutions where they currently teach," he informed.

He explained that the degree by research program allows lecturers to pursue their studies while continuing to teach at their campuses, enabling them to maintain their income.
"Of course, pursuing a PhD requires extra effort, but the key point is they can continue teaching and still receive their salaries from their own campuses," he said.
Chairperson of Commission X of the House of Representatives (DPR), Hetifah Sjaifudian, praised the ministry's initiative to enhance the quality of higher education in Indonesia.
She said she believes the initiative reflects the ministry's commitment to improving the quality of higher education, research, and technology, as well as supporting lecturers.
"This is not just about improving their competence, but also about enhancing their careers, well-being, and possibly providing broader protection for them," she added.
