During a hearing with Commission XII of the Indonesian House of Representatives, which oversees energy, environment, and investment in Jakarta on Monday, Director of Retail and Commerce of the state-owned electric company PT PLN Adi Priyanto reported that the volume of subsidized electricity sales reached 31.17 TWh as of May 2025.
On that occasion, Priyanto highlighted the importance of accurate and targeted distribution of electricity subsidies.
To support this goal, he explained that the PLN Mobile application has now been integrated in real-time with the Integrated Social Welfare Data (DTKS) from the Social Affairs Ministry via web services.
This method enables verification of the Identification Number of eligible subsidized electricity recipients, thereby improving the accuracy of subsidy distribution.
"As a result, both eligible and ineligible customers can be displayed via the PLN Mobile application," he affirmed.
To support data validity, PLN has also conducted a survey and updated the data of 39.6 million customers. The results of this survey have been submitted to the Ministry of Energy and Mineral Resources and Statistics Indonesia (BPS) for further use.
The 2025 electricity subsidy program targets 42.2 million subsidized customers across various tariff groups. Most subsidies are allocated to household customers with 450 VA and 900 VA power, totaling 35.2 million customers. In addition, small businesses and industries are included among the subsidy recipients.
According to the 2025 State Budget, electricity subsidies for all subsidized PLN customers are set at Rp87.72 trillion, with household customers receiving an allocation of Rp56.50 trillion.
However, for 2026, the government projects a sharp increase in electricity subsidies, estimated to range between Rp97.37 trillion and Rp104.97 trillion. This projection is based on macroeconomic assumptions, including an exchange rate of Rp16,500 to Rp16,900 per US dollar, an Indonesian crude oil price (ICP) between US$60 and US$80 per barrel, and inflation of 1.5 to 3.5 percent.
