During a media briefing in Jakarta on Tuesday, Director of Taxation I at the ministry Hestu Yoga Saksama said that the ministry has coordinated with several marketplace providers to disseminate information about its plan to appoint electronic system trading providers (PPMSE) as tax collectors.
He informed that marketplace players asked for time to prepare their systems before implementing the policy.
“Once they are ready for implementation, we will likely appoint them as PMSE collectors in the next month or two,” Saksama said.
Expert staff to the Minister of Finance on tax compliance, Yon Arsal, explained that the policy, stipulated in the Minister of Finance’s Regulation (PMK) Number 37 of 2025, will not be implemented immediately, even though it was promulgated on July 14, 2025.
The ministry will hold individual meetings with each marketplace provider to determine their readiness.

“To provide equal treatment, we realize that some marketplaces are ready, while others are not. But we hope the delay won’t be too long, so we can implement a mechanism,” Arsal said.
He also confirmed that the appointment of marketplaces as tax collectors will be formalized through a decree by the Director General of Taxes, and the plan will be implemented in stages.
Finance Minister Sri Mulyani Indrawati signed Regulation Number 37 of 2025 on June 11, following which, it was promulgated on July 14.
Through the regulation, the minister will appoint marketplaces as PPMSEs to collect income tax from online merchants, which will amount to 0.5 percent of a merchant’s gross annual turnover.
The levy excludes value-added tax (VAT) and luxury goods sales tax (PPnBM).
The policy is targeted at merchants whose annual turnover exceeds Rp500 million, as per a new declaration submitted to the designated marketplaces.
Meanwhile, merchants with a turnover of less than Rp500 million will be exempt from the levy. Exemptions will also apply to a number of other transactions, such as expedition services, online transportation, mobile phone credit sales, and gold trading.
