The circular was issued in Surabaya on Sunday in response to community dynamics in recent days that have the potential to cause disturbances to security and public order.
Through the circular, Parawansa requested district and city governments strengthen synergy with the Indonesian National Armed Forces (TNI), the National Police (Polri), and relevant agencies to maintain public order and security and prevent riots.
Furthermore, regional heads were asked to take preventative measures to secure vital objects.
In addition, universities, schools, and Islamic boarding schools were urged to prevent the involvement of students in activities that have the potential to violate the law or unnecessary activities at night.
According to the circular, the role of village and neighborhood (RT and RW) heads must be enhanced by involving village supervisory non-commissioned officers (Babinsa) and community police officers (Bhabinkamtibmas) to safeguard their respective neighborhoods.
The circular also highlighted the importance of reactivation of resilient villages or Red and White villages as community bulwarks to prevent disturbances to public order.
Parawansa encouraged religious leaders, community leaders, traditional leaders, and community institutions to maintain harmony.
She also emphasized the importance of enhancing the role of neighborhood units in monitoring community activities so that potential disturbances to security and order can be anticipated early.
