In a statement in Jakarta on Monday, Director of Manpower Norms Inspection at the ministry, Rinaldi Umar, said the summonses followed an inspection of 95 companies in March 2025.
The inspection revealed several violations, including failure to register workers, reporting lower wages than actually paid, and falling into arrears on contributions. Umar said the ministry's supervisory team then requested clarification from the 41 companies on August 25–29, 2025.
He explained that the companies had previously been issued warning notices. However, some did not comply, requiring further summonses to confirm their commitment.
“Although some companies have responded to the warning notices by paying arrears of Rp25 billion, this amount is still far below what they owe. Therefore, we urge companies to seriously meet their obligations under the regulations,” he said.
Umar added that the Manpower Ministry will continue to intensify regional supervision.
According to him, this step is not only to enforce the law but also to raise company awareness that compliance with social security is a responsibility to workers.

The President Director of BPJS Ketenagakerjaan, Pramudya Iriawan Buntoro, expressed appreciation for the ministry’s actions.
According to Buntoro, compliance enforcement cannot be carried out by BPJS alone but requires collaboration, including through Integrated Supervision (Waspadu).
As of August 2025, he said, the Waspadu program had been implemented in collaboration with the Ministry of Manpower at 166 companies in eight provinces, including West Java.
“The goal is simple: to ensure that workers’ rights are truly protected,” he added.
Buntoro also emphasized that supervision applies not only to local workers but also to foreign workers. “Every worker has the right to social protection, without exception,” he said.
