"No, I have not received the funds because this is a state-to-state matter, as it involves the Timor-Leste government. Such aid cannot be distributed directly to the Bali provincial government," Koster told reporters in Denpasar.
His remarks came amid growing public calls for transparency in flood relief management, following reports that the provincial administration had requested fixed-amount donations from civil servants.
Koster stressed that he could not explain how the Timor-Leste funds were used because they had not been disbursed.
"Note that the funds are still nonexistent, not unused. This is all still mere talk," he emphasized.
The governor further underlined that the authority to release and channel such aid lies with the central government.
"This matter must be discussed between countries. It falls under the Indonesian Ministry of Foreign Affairs. My question is whether it is even appropriate for us to receive aid from a foreign party. I am still consulting with the ministry," he added.
On September 12, Tatoli News Agency reported that the Timor-Leste Council of Ministers had approved a US$2 million donation to support Bali residents affected by recent widespread flooding. The decision was formalized through a draft government resolution presented by Prime Minister Xanana Gusmão.
The council also expressed solidarity with the Indonesian government and people in facing the devastating impact of the disaster.
