The 2,231-hectare project, owned by PT GMS, was found to be operating without the required Sea Space Utilization Approval (PKKPRL).
Director General of Marine and Fisheries Resources Surveillance (PSDKP) at the ministry, Pung Nugroho Saksono, said here on Saturday that the reclamation activities have been halted until the company secures the necessary permit.
PT GMS stated that the jetty was intended to support nickel mining operations.
Kurniawan, head of the PSDKP Bitung Station overseeing Southeast Sulawesi, said the activities are strongly suspected of violating several regulations, including Law No. 6 of 2023 on Job Creation, Government Regulation No. 21 of 2021 on Spatial Planning, and Ministerial Regulation No. 31 of 2021 on administrative sanctions in the marine and fisheries sector.
The suspension is also part of strengthened marine surveillance operations under the Marine and Fisheries Service Month, leading up to the ministry’s 26th anniversary in late October.
Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono previously stressed that the government has mapped business risk levels according to sectors under Government Regulation No. 28 of 2025 on Risk-Based Business Licensing.
He urged companies to comply with regulations to ensure sustainable economic activities without harming marine ecosystems.
