“The price bidding stage will start on Monday, October 13, 2025, via the e-Auction system,” Kemkomdigi said in a written statement received here on Wednesday.
During the registration period in August, seven telecommunications operators collected application documents.
Following the submission and administrative evaluation, three companies were declared eligible, PT Eka Mas Republik, PT Telemedia Komunikasi Pratama, and PT Telkom Indonesia (Persero) Tbk.
These three operators will proceed to the next stage, the price bidding, which will be held starting October 13, 2025, via the e-Auction system.
“In accordance with the provisions of the Selection Document for the Use of the 1.4 GHz Radio Frequency Spectrum for Broadband Wireless Access Services in 2025, and based on the results of the Administrative Evaluation, the selection process will proceed to the Price Bidding stage,” Kemkomdigi said.
The ministry explained that the spectrum allocation aims to expand internet coverage at more affordable costs.
“This step not only opens opportunities for network providers to increase service capacity and coverage, but also broadens affordable internet access options for the public,” said Wayan Toni Supriyanto, Director General of Digital Infrastructure at Kemkomdigi.
The selection process is based on Ministerial Decree No. 337 of 2025 on the Use of the 1.4 GHz Radio Frequency Spectrum for Broadband Wireless Access Services.
The regulation allocates 80 MHz of spectrum (1432–1512 MHz) across three regions as the object of selection.
The auction is open to all licensed telecommunications providers that meet the requirements. The process is carried out objectively and transparently through administrative evaluation and assessment of network and service development commitments.
The government said service provision commitments would serve as the basis for monitoring and evaluation after winners are determined. It emphasized that the entire process would follow good governance principles.
“Our focus is to ensure this frequency band is fully utilized to expand the reach and quality of fixed broadband internet services, including in areas that have not been optimally served,” Wayan said.
