“We always respect Constitutional Court decisions. Once we receive the official ruling, we will review and act on it,” State Secretary Minister Prasetyo Hadi told reporters.
The ruling, issued Thursday, mandates the government and the House of Representatives to establish the oversight body within two years. It will monitor the implementation of the merit system and the conduct of ASN officers.
Hadi said the court’s decision aligns with the government’s goal of maintaining a professional and accountable civil service.
“At a glance, the ruling reflects a positive spirit. We all want ASN officers to serve the public properly and prioritize the public interest,” he said.
The court’s decision came in response to a petition filed by the Association for Elections and Democracy (Perludem), the Committee for Monitoring Regional Autonomy Implementation, and Indonesia Corruption Watch.

“Partially granting the petition,” Chief Justice Suhartoyo said as he read the verdict on case No. 121/PUU-XXII/2024.
The petition followed the passage of Law No. 20/2023, which dissolved the State Civil Apparatus Commission (KASN) and shifted its authority to the National Civil Service Agency (BKN) and the Ministry of Administrative and Bureaucratic Reform (PANRB).
In its ruling, the court emphasized the need for clear separation between policymaking, execution, and supervision to prevent role overlap, conflicts of interest, and political interference in civil service management.
Hadi reiterated that once the official ruling document is received, the government will proceed in accordance with existing legal mechanisms.
