The document, coded SCCR/47/6, is scheduled for discussion at the 47th session of the Standing Committee on Copyright and Related Rights (SCCR), which will take place in Geneva, Switzerland, from December 1 to 5, 2025.
Speaking on Wednesday, Agtas expressed both gratitude and optimism over the proposal’s inclusion in the global forum.
“Indonesia’s proposal has been formally accepted and is now ready to be championed for global benefit. This marks a significant step toward establishing fair, transparent, and sustainable royalty governance for creators worldwide,” he said.
The proposal, titled The Indonesian Proposal for a Legally Binding Instrument on the Governance of Copyright Royalty in the Digital Environment, was developed through inter-ministerial collaboration involving the Ministry of Law and Human Rights, the Ministry of Foreign Affairs, the Ministry of Culture, and the Ministry of Creative Economy.
Agtas described the initiative as a strategic effort to promote economic justice for creators and the creative industry in the digital age.
He emphasized that the success of the proposal would rely heavily on robust multilateral, regional, and bilateral diplomacy.
To that end, he called on Indonesian representatives abroad to actively advocate for the country’s position at WIPO.
The proposal introduces three key pillars: global royalty governance under WIPO, a user-centric royalty distribution system, and the strengthening of cross-border collective management organizations.
“These pillars aim to build a fairer, more inclusive, and sustainable intellectual property ecosystem,” Agtas said.
He concluded by affirming that the proposal reflects Indonesia’s global commitment to copyright protection and equitable economic benefits for creators.
