Jakarta (ANTARA) - Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) Nusron Wahid has announced plans to audit land use, certificates, and buildings along riverbanks and lakes to help mitigate flood risks.

“We will resume audits of land use, certification, and buildings along rivers and lakes identified as potential flood-prone areas,” Wahid said in Jakarta on Wednesday.

The ministry plans to complete the audit before January-February 2026, ahead of the peak flood season in the Greater Jakarta Area.

Wahid emphasized that early preparation is essential for effective flood mitigation, noting that preventive measures must begin well before the rainy season.

He said the review will focus on major river systems such as Ciliwung, Cisadane, and Citarum to ensure coordinated flood prevention efforts.

The audit will also identify land plots that were improperly certified and can be revoked, particularly those located within restricted riverbank zones.

“We will work with regional governments to revoke building permits issued on riverbanks so the land can gradually be restored to its ecological function,” he added.

Wahid noted that riverbank zones play a critical role in managing water flow and preventing overflow into residential areas.

He added that the ministry aims to issue Land Management Rights (HPL) titles for riverbanks, riverbeds, and lakeshores under the respective authorities within this year to strengthen state control and prevent misuse of public land.

The minister underscored that all land located within riverbanks and riverbeds must be registered under state ownership through HPL titles.
