Speaking at a ceremony marking the International Day of Persons with Disabilities in Jakarta, Minister Rosan Roeslani said the commitment is backed by two regulations taking effect in 2025 that require the Online Single Submission (OSS) licensing system to grant priority access to applicants with disabilities.
Under the rules, large firms securing licenses must also partner with micro, small and medium enterprises (MSMEs), with disability-run MSMEs receiving priority placement.

Rosan said the policy is designed to boost economic inclusion. “We want to open the widest possible access so people with disabilities can play a key role in driving national economic growth,” he said.
He added that the ministry is rolling out a suite of disability-focused programs, including workshops, public-awareness campaigns, accessibility-standards training, mentoring, translation services, improvements to disability-friendly facilities and other targeted support.
Deputy Minister Todotua Pasaribu earlier said the issuance of three million new business identification numbers (NIBs) in the first year of the Prabowo-Gibran administration reflects ongoing economic expansion. Total NIBs issued through the OSS system rose from 10.6 million to 14 million over the period.
