"They are the main priority. They include children, adolescents, older adults, people with disabilities, and even those with low literacy," said the head of the ministry's Human Resources Development Agency, Bonifasius Wahyu Pudjianto.
Speaking at the National Meeting of Digital Literacy Activists here on Tuesday, he emphasized that digital literacy is crucial to protect vulnerable groups from various threats of digital crime, including fraud.
In addition to enhancing digital literacy for vulnerable groups, the ministry is carrying out educational activities on the use of artificial intelligence (AI) in response to both the potential benefits and the inherent risks AI presents to people.
"There is some content that is potentially negative, such as spreading misinformation. It creates disinformation and even hoaxes, which is what we need to curb," he remarked.
The Ministry of Communication and Digital Affairs is also promoting the use of technology for productive activities that impact economic growth, including the development of micro, small, and medium enterprises (MSMEs), cooperatives, and startups.
On that occasion, Pudjianto also highlighted the need for collaborative efforts involving the government, communities, and companies to improve digital literacy.
Earlier in October, Communication and Digital Affairs Minister Meutya Hafid announced that the Indonesian Digital Society Index (IDSI) in 2025 stood at 44.53, reflecting an increase of 1.19 points from the previous year.
The IDSI measures the acceleration of Indonesia's digital transformation and the community's proficiency in adopting digital technology across four pillars: digital literacy, infrastructure and ecosystem, empowerment, and jobs.
