Social Affairs Minister Saifullah Yusuf said the finding emerged after an update using the National Socioeconomic Single Data, or DTSEN. Based on the 2025 DTSEN, more than 54 million people classified in deciles one to five have yet to receive PBI JKN coverage.
Yusuf made the statement during a meeting with the Indonesian House of Representatives in Jakarta on Monday, which was held to discuss improvements to the governance of the integrated social health insurance system.
At the same time, he noted that more than 15 million people from deciles six to ten, as well as those outside the decile classification, are still registered as PBI JKN beneficiaries.
According to the ministry, this condition reflects persistent inclusion and exclusion errors in the distribution of health insurance assistance, where relatively better-off groups remain protected while vulnerable populations are left uncovered.
The minister acknowledged that the problem has been partly driven by limited verification of beneficiary data in the field.
A joint team involving officials from Statistics Indonesia (BPS), the Ministry of Social Affairs, and regional social services agencies estimated that in 2025 only about 12 million families were effectively covered, while the needs of more than 35 million families remained unmet.
Yusuf said adjustments to the list of government-subsidized health insurance recipients were recorded by the Ministry of Health in February 2025, when DTSEN had just been introduced and was still being refined. He warned that without timely corrections, inequities would persist, with social assistance and subsidies likely missing their intended targets.
He also emphasized the ministry’s readiness to strengthen coordination with relevant ministries, institutions, and local governments to accelerate data verification and validation, aiming to ensure more accurate and targeted health insurance coverage.
