"Investigators have questioned 31 people, including the complainant, taxi driver, crossing guard, victims, train officers, and other witnesses," said Senior Commissioner Budi Hermanto on Sunday.
The case is being handled by the Criminal Investigation Directorate.
Investigators have inspected the scene, collected evidence, reviewed CCTV footage, coordinated with hospitals, requested post-mortems, and questioned witnesses.
Investigators will also seek information from relevant agencies, including spatial planning and public works offices, taxi operators, and the Directorate General of Railways.
Police have summoned taxi operators, particularly electric vehicle operators, and will provide guidance on railway crossing safety compliance.
The accident killed 16 people and injured 91 others.
The incident was believed to have started when a commuter train struck an online taxi at a level crossing.
Another train that stopped at the station was later hit from behind by the Argo Bromo Anggrek service.
