Jakarta (ANTARA) - President Prabowo Subianto has signed the Presidential Regulation on the National Action Plan for the Prevention and Countermeasures of Violent Extremism Leading to Terrorism (RAN PE) as part of supporting counterterrorism efforts in Indonesia.

As quoted from a copy of the Presidential Regulation issued in Jakarta on Monday, the president signed the regulation on February 9, 2026, but it was only released to the public this month.

The RAN PE is a national policy that contains a strategic framework, direction, and priorities for preventing and countering extremism leading to terrorism in Indonesia.

To this end, regional governments are required to develop regional action plans (RAD PE) no later than one year after the issuance of the Presidential Regulation.

The Presidential Regulation stipulates the establishment of a joint secretariat for the RAN PE to ensure synchronization and implementation by relevant ministries/agencies and regional governments.

Its responsibilities include formulating policies for implementing the National Action Plan for Prevention (RAN PE), coordinating implementation, monitoring and evaluating implementation, and compiling reports on achievements and evaluation results.

The RAN PE consists of several themes, namely national preparedness, community and family resilience, education, community skills and employment facilitation, protection and empowerment of women, youth, and children.

Additionally, the focus is on strategic communication, media and electronic systems, deradicalization, human rights, good governance and justice, witness protection and fulfillment of victims' rights, as well as international partnerships and cooperation.

The RAN PE was issued against the backdrop of terrorism evolving as a global threat, alongside increasingly conducive conditions for the growth of extremism.

This is especially evident as extremist groups can easily disseminate their ideas both offline and online.

Therefore, the RAN PE focuses on addressing the triggers, including the conducive conditions and structural context that act as driving factors, as well as the process of radicalization.

Several key factors behind the growth of violent extremism that can lead to terrorism include a high potential for communal conflict driven by primordial ties and religious sentiments.

Economic disparity, differing political views, unfair treatment, and intolerance in religious life are also reported as factors.
