The initiative was developed in collaboration with the Ministry of Primary and Secondary Education and the Ministry of Home Affairs.
KPK Chairman Setyo Budiyanto described the move as a strategic effort to shape national character and foster an anti-corruption culture from an early age.
“Education must serve as the foundation for building a generation that upholds integrity. Therefore, the strengthening of integrity in education from the central to local levels must share the same direction and spirit,” he remarked.
The KPK views that strengthening integrity within the education sector requires collective efforts. This is deemed crucial given that the results of the 2024 Education Integrity Assessment Survey recorded the Education Integrity Index at 69.50 out of 100.
This figure indicates that while an integrity system is beginning to take shape within the education sector, it has yet to become a consistent culture across the entire ecosystem.
In this regard, anti-corruption education is being positioned as a primary upstream strategy to build a foundation of character and integrity for the nation's future generations.
The launch of the guidebook and teaching materials is also part of the follow-up action and evaluation of the 2024 Education Integrity Assessment Survey.
The Anti-Corruption Education Guidebook is accompanied by five books of teaching materials designated for teachers at all levels, from early childhood education and elementary school to junior and senior high school, including vocational high schools.
The guidebook highlights five key competencies that serve as the foundation of anti-corruption education: adhering to rules, understanding the concept of ownership, upholding mandates, managing ethical dilemmas, and fostering an anti-corruption culture.
Primary and Secondary Education Minister Abdul Mu'ti stated that education serves not only to develop generations that excel academically but also to build character and integrity.
"This is part of the policy to strengthen character education, specifically fostering honesty, integrity, responsibility, and behavior that is free from all forms of corruption," he asserted.
Meanwhile, Deputy Minister of Home Affairs Akhmad Wiyagus emphasized that the guidebook serves as a manual for all government institutions and educational units in building an education ecosystem rooted in integrity.
