Jakarta (ANTARA News) - Deputy House Speaker Pramono Anung Wibowo said he was concerned that the (good) image of the legislative body would continue to decline in the public`s perception due to problems and cases that befall its members.

"The people now continue to focus their attention s on the members of the House of Representatives (DPR) such as on the House`s plan to have a new office building, cases that befall Arifinto and M Nazaruddin as well as budget brokerage cases," Pramono said here on Tuesday.

He made the remarks in a public discussion themed: "Return the DPR to the People."

Pramono said that although there were only several members who had shown unfavorable attitudes what the people see was the institution. "This legislative institution should be guarded well so that it will not be implicated in any problem or scandal." he added.

A senior politician of the Indonesian Democratic Party of Struggle (PDIP), Promono compared the performance of the DPR members in the previous terms 1999-2004 and 2004-2009 with that of current one.

He said most of the DPR members in the 2009 - 2014 came from business quarters or capital owners and public figures (artists), while the number of those coming from militant non-governmental organizations or political party cadres was relatively small.

"We can see in the House the ones who are busy with drafting bills while those coming from the business quarters or public figures are not ready for that. As a result, the number of legal products of the House is small," Pramono said.

He said that the regional legislative and regional head elections system applied over the past several years had created high-cost politics that led political parties to give priority to candidates with strong financial capability rather than to those popular figures.

Pramono said that the direct election where the major votes would determine the winners had also created high tense of rivalries among candidates so that they often used whatever means to win the elections.

"All this has been considered as a factor that creates corruption behavior in the House of Representatives, particularly the winning candidates. It should be underscored that lawmakers are political party cadres. The bad credibility of legislators cannot be separated from the quality of their political parties," he said.
