Jakarta (ANTARA News) - The State Audit Board (BPK) has discovered potential losses totaling Rp7.71 trillion to the state in 3,463 out of 11,430 objects financially audited in the first semester of this year, the board`s chief said.

BPK chief Hadi Poernomo reported the finding to a plenary meeting of the House of Representatives (DPR) here on Tuesday.

"The potential loss of Rp7.71 trillion discovered in 3,463 audits was caused by cases like non-compliance with regulations, revenue shortfalls," he said when presenting the BPK"s First Semester Summary of Audit Results (IHPS I).

Cases of inefficiency and ineffectiveness meanwhile reached 7,967 worth Rp18.96 trillion, he said.

"The IHPS I carries results of BPK audits in the first semester of 2011, monitoring of the follow-up of the recommendations made as a result of auditing and monitoring of the settlement of state losses including indications of state losses based on the results of BPK audits," he said.

The results of BPK audits reported in the IHPS I of 2011 reveal a total of 11,430 cases with a potential loss of Rp26.68 trillion.

Hadi said BPK also discovered various weaknesses in the administrative field and in the application of internal control systems.

The total number of objects audited by BPK in the first semester of 2011 reached 682 consisting of 460 objects for financial auditing and 14 for performance auditing and 208 for special purposes (PDTT).

The 208 objects audited for special purposes (PDTT) consisted of 61 objects in the central administration and 92 in the regional administrations, 44 in state enterprises, nine in regional state enterprises and two in other agencies.

"The results of PDTT reveal 899 cases from SPI weakness and 1,251 cases from non-compliance worth Rp5.89 trillion of losses, potential losses, shortage of revenue, inefficiency, un-economy and ineffectiveness," he said.

Objects audited by BPK include the Central Government Financial Report (LKPP), the Ministerial Institution Financial Report (LKKL), the Regional Administration Financial Report (LKPD) and the financial report of other agencies (including state-owned legal entities-BHMN).

Based on the results of audits from 2005 to the first semester of 2011, the BPK in all had submitted 191,757 recommendations worth Rp103.19 trillion.

The results of BPK audits from 203 to the first semester of 2011 show that 166 of 305 cases worth Rp33.66 trillion that showed criminal indications had been reported and followed up by the police, the prosecutor`s office and the Corruption Eradication Commission (KPK).

"The rest has not yet been followed up or has no follow-up data (139 cases)," he said.
