"We hoped in April 2012 the recording has reached 100 pct," head of the Riau Manpower, Transmigration and Population Agency HR Lukman Mat said in Pekanbaru on Tuesday.
Lukman said the extension of recording e-KTP data according to an instruction of the Home Affairs Ministry in April 2012 at the latest.
People who up to the time limit have still not recorded their data at their respective sub-district offces, Lukman said, will have to pay for the cost under the relevant regulation.
"In April, the old identity cards (KTP) would no longer be valid," he said.
The e-KTP program of the Central Government is a national program to overcome population problems.
The e-KTP program will also be patented by the Home Affairs Ministry and some day also expected to gain international recognition.
"The e-KTP program is also to prevent double identity cards which has been posing an obstacle to the government in making population data," Lukman said.
Lukman hoped the public would enthusiastically make a success of the e-KTP program which is already in progress a year ago.
