Semarang (ANTARA News) - The National Planning Board (Bappenas) said corruption is the worst factor spoiling investment climate in the country.

Dr. Dida Heryadi Salya, an expert staff of the Minister of National Development Planning, said, corruption, red tape and inadequate infrastructure are the biggest factors discouraging investors in the country.

So far inadequate or poor condition of infrastructure has always been said the main factor discouraging investment in the country, Dida said here on Tuesday.

"Infrastructure is vital but most important of all is the government being clean of corruption and the bureaucracy being efficient and effective," he said.

Stability of the government, security and government policy are also determinant in attracting investment to the country, but not as determinant as corruption, which is still rampant in the country, he said.

Indonesia has been said the third most corrupt country in the world.

Therefore, the fight against corruption has to be intensified and red tape has to be reduced to give greater confidence to investors, he said.

"There should be synchronization in the policies between the central and regional administrations," he said, adding regional administrations should not issue regulations not in line with policy of the central government.

Among ASEAN countries, Indonesia is still better than the Philippines and Vietnam in infrastructure, he said.

Indonesia is still less competitive in infrastructure condition facing other ASEAN countries such as in road, railway, seaport, airport, telecommunications and electricity.

He said regional administrations should also take part in the efforts to attract investors.
