"No one, no group, may achieve their goals by way of breaking laws. We must uphold the law," he said after formally taking over the post of national police chief from General Timur Pradopo here on Tuesday.
He noted that no individual or community members are allowed to conduct law enforcement activities, except law enforcement officers, and the police, as a law enforcement agency, is obliged to prevent any kind of `jungle law`.
"If they (community members) are allowed to conduct law enforcement activities, there will be a jungle law in which the strong will win. This is dangerous for our nationhood," Sutarman said.
Sutarman called on community members to not become involved in crimes so they do not violate the law. He also called on religious clerics to inform their followers about this.
"Any violation of laws must be referred to law enforcement agencies," he warned. (*)
