"Therefore, we hope that the concerned parties, in this case the Special Committee (on the law revision) and the DPR (the House of Representatives), will give attention to these shortcomings when deliberating a revision of the law on terrorism," General Karnavian stated during his address to the students of the University of Muhammadiyah in Yogyakarta, Saturday.
Among the shortcomings are the missing points about preventive actions and rehabilitation of terrorism accused inmates after they complete their jail term.
"Besides, the law also does not accommodate the issues about Amaliyah and the ISIS, while in fact there are many Indonesian nationals who went abroad to learn how to use weapons and to take up jihad," he added.
Besides, the law also does not cover the aspect about human rights protection because any authority which is too powerful can deviate from that course.
He called for including proper provisions to cover these aspects which are very important while revising the law on terrorism.
"The Law No. 15 of the year 2003 was passed following a government regulation in lieu of No. 1 of year 2002, because of pressures from abroad and within the country after the Bali bombings in 2002," the general noted.
He hoped that the move to revise the law on terrorism will take into account the latest developments related to terrorism that are seen nowadays.(*)
