PUPR Minister Basuki Hadimuljono noted in the ministry`s release in Jakarta on Thursday that there were five infrastructure categories: energy, transportation, water resources, telecommunications, and settlements.
"Of the five infrastructure categories above, three are within the scope of the responsibility of the Ministry of PUPR, which are transportation in the form of roads and bridges; water resources, such as dams, irrigation, raw water; and third, water, residential infrastructure, such as for drinking water, sanitation, and solid waste," he explained.
According to Hadimuljono, the availability of infrastructure was necessary to boost national competitiveness and to also ensure equitable distribution of development results across various regions.
By the end of 2018, some 26 additional projects are targeted for completion comprising eight dams, three irrigation networks, 12 toll roads, and three housing estates followed by 53 PSNs to be completed in 2019 constituting 12 dams, three irrigation networks, 29 toll roads, four national roads, and a drinking water supply and sanitation system.
According to President Regulation (Perpres) No. 56 of 2018, which is the second amendment to Perpres No. 3 of 2015 on the Acceleration of PSN Implementation, there are 137 infrastructure projects in the PUPR sector from 227 PSN, which comprise 51 dam projects, six irrigation projects, one sea embankment project, 64 toll road projects, four national road projects, seven drinking water and sanitation projects, and three housing projects.
The number of PSN in the PUPR sector is less than that in Perpres No. 58 of 2017 that had earlier reached 151 projects, considering that some projects had been completed and changes in project priorities had occurred. For instance, the number of dams decreased from 54 to 51 owing to land acquisition constraints.
Projects on the PSN list in the PUPR field that have been completed include construction of the Aruk Cross-border Post, Nanga Badau and Wini, Umpu Sistem Irrigation Area, Soreang-Pasir Koja toll road stretching 11 km, Mojokerto-Surabaya reaching 36.3 km, and Access to Tanjung Priok spanning 16.7 km.
"We are focused on completing infrastructure projects. There are no new development activities in 2019 that use multiyear budgets except for dam construction and irrigation. We hope no projects would be stalled in the middle of the road, including PSN. All of them continue according to plan and can be completed after 2019, " Minister Hadimuljono explained.
Of the 137 PSN PUPR infrastructure, two dam projects -- Raknamo Dam in NTT and Tanju in NTB -- have been completed and inaugurated in 2018. The Kertosono-Mojokerto toll road, measuring 40.5 km, and Pejagan-Pemalang toll road, spanning 43 km, have also been completed and inaugurated in 2018.
