"If it is functional, anyone can be there since what is needed is their expertise. The functional positions will be occupied based whether the organization can be accelerated," he noted here on Tuesday.
Moeldoko called for the need for functional positions due to "poor" human resource structure in certain work units, thereby necessitating the presence of several functional staff members.
He cited as an example an educational institution, structurally only having a commander and deputy commander, with a two-star rank, or major general and brigadier general or brigadier general.
"However, it can be functional. People, who are experts in certain subjects, can be placed there, but their positions are functional," he stated.
In the meantime, Minister of Administrative and Bureaucratic Reforms Syafruddin highlighted the need for functional positions to respond to the current global challenges.
To this end, experts are needed in accordance with a more specific educational background.
The former deputy chief of Police expressed optimism that the community would not misinterpret Presidential Regulation Number 37 of 2019 on the TNI's functional positions.
He noted that the functional positions were within the TNI and not in a ministry or institution.
"Do not always be suspicious of the TNI," he stated.
President Joko Widodo had earlier signed Presidential Regulation Number 37 of 2019 on TNI's functional positions.
The positions constitute functional positions of expertise and skills.
The functional levels of expertise cover the main expert and the middle, young, and first expert, whereas the functional levels of skill cover supervisors, proficient, skilled, and beginners.
