Jakarta (ANTARA) - Finance Minister Sri Mulyani Indrawati confirmed that the government had disbursed Rp383.01 trillion, or 55.1 percent of the Rp695.2-trillion national economic recovery program (PEN) budget as of November 9, 2020.

"PEN budget realization, from the perspective of absorption, actually accelerated tremendously in the third quarter. This is for the fourth quarter for which we will also continue monitoring. The amount is Rp383 trillion, or 55.1 percent (of the PEN budget),” the minister stated at the Joint Meeting of Commission XI of the Indonesian Parliament in Jakarta, Thursday.

Indrawati detailed that Rp34.07 trillion, or 35 percent of the Rp97.26-trillion ceiling, had been realized that included incentives of Rp4.13 trillion for national and regional health workers and Rp0.029 trillion for health workers' death compensation.

Furthermore, Rp3.22 trillion was for the COVID-19 task force, Rp21.32 trillion for spending on handling COVID-19, national health insurance (JKN) contribution assistance of Rp1.92 trillion, and health tax incentives of Rp3.46 trillion.

Some Rp181.11 trillion, or 77.3 percent of the Rp234.33-trillion ceiling was for social protection comprising Rp36.71 trillion for the Family Hope Program (PKH), Rp37.75 trillion for food cards, Rp5.49 trillion for the Greater Jakarta (Jabodetabek) food assistance, and Rp30.57 trillion for non-Jabodetabek food assistance.

Moreover, Rp19.87 trillion was for the pre-employment card, Rp6.97 trillion for electricity discount, Rp18.47 trillion for cash assistance of village funds, Rp4.5 trillion for social assistance for foodstuff recipients, Rp3.29 trillion for rice assistance for PKH recipients, and Rp17.5 trillion for salary subsidy.

Sectoral field and local government disbursal reached Rp32.47 trillion, or 49.2 percent of the ceiling of Rp65.97 trillion that included labor-intensive allocation of Rp15.5 trillion, Rp0.07 trillion for housing incentives, and Rp4.85 trillion for DID for economic recovery.

Thereafter, special allocation fund (DAK) of Rp7.29 trillion, regional loans of Rp98 trillion, operational assistance for Islamic boarding school of Rp2.58 trillion, expansion of PEN from the Ministry of the Public Works and Housing (PUPR) of Rp1.14 trillion, map of investment opportunities of Rp0.002 trillion, and Rp0.003 trillion for communication of PEN.

Disbursal for MSME support reached Rp95.25 trillion or 83 percent of the ceiling of Rp114.81 trillion that comprised the placement of funds of Rp64.5 trillion, funding for LPDB investment of Rp1 trillion, interest subsidies of Rp5.49 trillion, credit guarantees of Rp1.57 trillion, and presidential assistance for micro enterprises (BPUM) reaching Rp22.11 trillion.

Business incentives disbursed reached Rp38.13 trillion, or 31.6 percent of the ceiling of Rp120.6 trillion.

The preliminary VAT refund reached Rp3.57 trillion and a reduction in the corporate income tax rate of Rp9.21 trillion.

Corporate financing has only been realized at Rp2 trillion, or 3.2 percent of the Rp62.22-trillion ceiling, with corporate guarantees channeled through IJP payments of Rp945 million and reserve funds for claim loss limits of Rp2 trillion.

The finance minister highlighted the planned realization of State Capital Participation (PMN) for the first week of November to the second week of December 2020.

"Projected disbursement of loans from PT KAI and Perumnas in the third week of November and projected disbursements of loans from PT Garuda Indonesia, PT Krakatau Steel, and PTPN in the third week of November," she stated.
