Jakarta (ANTARA) - Home Affairs Minister Tito Karnavian has said he expects local and regional heads to promptly act on his instructions on the implementation of public activity restrictions (PPKM).

"We hope with the Instruction of the Home Affairs Minister, which substance is created jointly, the regional heads can immediately take further steps," the minister stressed at an online press conference originating from the President's Office in Jakarta on Monday (July 26, 2021).

Karnavian said he has issued three Ministerial Instructions -- Number 24 of 2021, 25 of 2021, and 26 of 2021 -- to govern the extension of PPKM from July 26 to August 2, 2021.

Ministerial Instruction Number 24 of 2021 regulates level 3 and level 4 public activity restrictions on the islands of Java and Bali, he informed.

Ministerial Instruction Number 25 of 2021 regulates the implementation of level 4 public activity restrictions on the islands of Sumatra, Kalimantan, Sulawesi, Nusa Tenggara, Maluku, and Papua, he said.

Ministerial Instruction Number 26 of 2021 regulates the implementation of level 3, level 2, and level 1 public activity restrictions, he added.

Karnavian said he hoped regional heads would follow up on the instructions, starting with holding a coordination meeting at the Regional Leadership Coordination Forum (Forkopimda) to issue policies through ministerial circulars, gubernatorial, regental, or mayoral instructions.

"If possible, the issued policies can be more specific, according to the characteristics of each region, but they must not exceed the Ministerial Instruction that applies nationally," Karnavian advised.

The Regional Forum's coordination meeting needs to be organized to equalize the perception between the provincial governments and the district or city governments, he explained.

He said he hoped such coordination would not only be practiced by regional heads in government sectors, but also by community organizations, community leaders, and other parties that have the potential to be partners in the effort.

He emphasized that persuasive efforts and socialization should always be put forward in disciplining those who flout PPKM regulations, while law enforcement measures should be used as a last resort.

"We know people are under pressure because of the health and economic crises, but we need to discipline those who flout the regulations. Therefore, please cooperate with all parties, including community leaders, so that the policies can be effective," he added.
