(The presidential appointment for) the first national capital authority head will not require any consultation with the House of RepresentativesJakarta (ANTARA) - The President will have full discretion in appointing the first head of the new national capital authority, without needing prior parliamentary consultation, chair of the parliamentary special committee for the National Capital Bill has said.
"(The presidential appointment for) the first national capital authority head will not require any consultation with the House of Representatives (DPR RI) because the National Capital Bill instructs that the first authority head must be appointed by, the latest, two months of the bill's passing," Ahmad Doli Kurnia said at the Parliament Complex in Jakarta on Tuesday.
Subsequent appointments of the national capital authority head and deputy head will require the president to consult the parliament before the appointment, he informed.
Unlike for other presidential appointees, the parliament will not conduct a fit and proper test for candidates proposed by the president for the post of the head of the national capital authority, the committee chair added.
Regarding the criteria for the national capital authority head, Kurnia said the appointees must understand the president, the government, and the nation's vision and aspirations.
"The authority head must be experienced in urban planning and understand how to innovate in seeking new financing schemes (for the new capital's construction). The authority head must also have integrity," he remarked.
Article 5 Paragraph 4 of the National Capital Bill stipulates that the national capital authority head will hold a ministerial-level post, with the president authorized to appoint and dismiss the authority head with prior consultation with DPR RI, he informed.
As a transitional measure, Article 10 Paragraph 3 of the bill instructs the president to appoint the national capital authority head and deputy head within two months of the bill's ratification at the latest, Kurnia added.
