During a certain period, companies are audited by the public accountant office. The results of the audit must be examined to gauge the trend within the company, he explained at a virtual press conference on Thursday.
The Ombudsman has urged manpower supervisors at the province and district or city levels to scrutinize companies' development to conduct mitigation on possible incidents, including those related to work termination.
Job terminations do not occur instantly. Rather, companies usually go through a process that can be observed based on their audit results, Jaweng informed.
Through this step, mitigation can be undertaken, not just response after work termination has occurred, he said.
The Ombudsman has also asked manpower supervisors to examine aspects such as work contracts, continuous professional development (PKB), and company regulations to make sure that companies apply them consistently, he informed.
Jaweng urged entrepreneurs to give some thought to the reasons for work termination and the procedures involved, including by building a dialogue with workers and trade unions to provide an understanding on the companies' situation.
Earlier, the Indonesian Ombudsman received information from the Indonesian Employers Association (APINDO) and state-run Workers Social Security Agency (BPJS Ketenagakerjaan) concerning work termination data from January to October 2022.
It was found that 834,037 workers had availed Old-Age Insurance Program (JHT) funds during that period. JHT can be availed by BPJS Ketenagakerjaan member workers facing job loss.
Data from the Indonesian Shoe and Footwear Association has shown that, throughout 2022, a total of 25,700 workers in the export-oriented industry have been laid off.
According to the Manpower Ministry, the number of workers experiencing job termination reached 11,626 as of October 2022.
