This index refers to the provincial bawaslu input result approach, Bawaslu's member, Lolly Suhenty, noted during the 2024 Simultaneous Election and General Election Vulnerability Index launch event here, Friday.
These five provinces comprise Jakarta, with a vulnerability score of 88.95; North Sulawesi, 87.48; North Maluku, 84.86; West Java, 77.04; and East Kalimantan, 77.04.
Moreover, the vulnerability index within the report issued by Bawaslu refers to every aspect that can disrupt and halt the implementation of a democratic 2024 General Election, she noted.

Bawaslu measured the 2024 General Election vulnerability index at the provincial level based on 61 indicators from four dimensions: social and political, general election implementation, dispute, and participation.
According to Suhenty, the implementation of general election is the dimension that contributes the most to the potential birth of general election vulnerability as compared to the three other dimensions.
At the provincial level, the implementation of general election was recorded to be the dimension that affects general election vulnerability the most, with a score of 54.27.
Meanwhile, the social and political as well as dispute dimensions have the score of 46.55 and 40.75 respectively.
Lastly, the political participation dimension, with a score of 17.23, has the least potential to give rise to general election vulnerability.
In addition, 21 provinces have medium vulnerability level, she highlighted.
These comprise Banten, 66.53; Lampung, 64.61; Riau, 62.59; Papua, 57.27; East Nusa Tenggara, 56.75; North Sumatra, 55.43; Maluku, 53.69; West Papua, 53.48; South Kalimantan, 53.35; and Central Sulawesi, 52.90.

The others are Bali, at 52.75; Gorontalo, 45.44; West Sulawesi, 43.44; Yogyakarta, 43.02; Riau Islands, 40.33; West Sumatra, 39.68; Southeast Sulawesi, 38.32; Aceh, 38.06; South Sumatra, 35.07; Central Java, 34.83; and Bangka Belitung Islands, 29.89.
Eight provinces with low vulnerability level are North Kalimantan, 20.36; Central Kalimantan, 18.77; East Java, 14.74; West Kalimantan, 12.69; Jambi, 12.03; West Nusa Tenggara, 11.09; South Sulawesi, 10.20; and Bengkulu, 3.79.
On the occasion, Bawaslu also announced 10 provinces with high level of vulnerability based on the 2024 IKP that refers to the results of aggregate calculations from district- or city-level Bawaslu.
These provinces comprise Banten, 45.18; Papua, 45.09; North Maluku, 42.35; Central Sulawesi, 41.70; Yogyakarta, 41.37; West Java, 39.72; West Nusa Tenggara, 38.46; North Sulawesi, 37.02; DKI Jakarta, 35.95; and Central Java, 35.90.
