Jakarta (ANTARA) - Coordinating Minister for Economy Airlangga Hartarto held a public consultation on Regulations in lieu of Law (Perppu) No. 2 of 2022 on Job Creation as part of the efforts to foster meaningful participation.

"The government continues to push in the form of Perppu No.2, and yesterday, it was read out at the plenary session of the House of Representatives (DPR), so we are just waiting. Next, of course, we ask for continued support from ladies and gentlemen to oversee this Perppu process, so that it can continue," Hartarto noted as quoted in an official statement, Wednesday (Feb 8).

The event was attended by academics and experts, including Dr. Sofyan Djalil, Prof. Ahmad M. Ramli from Unpad, Prof. Satya Arinanto, and Prof. Nindyo Pramono and Prof. Nurhasan Ismail from Gadjah Mada University, Yogyakarta.

On this occasion, Prof. Ismail stated that the Job Creation Perppu was the government's effort to anticipate uncertain economic conditions to provide legal certainty regarding job creation, especially from the micro, small and medium enterprises (MSMEs) sector.

From the context of Constitutional Law (HTN), Prof. Aidul Fitriciada Azhari also expressed the view that making a Perppu is not an authoritarian form of the president, as it must be tested for objectivity in the DPR and can also be tested in the Constitutional Court, and this is a form of limiting authority.

Moreover, Prof. Faisal Santiago believes that it is necessary to conduct extensive outreach to the community.

"The function of the law, apart from providing certainty and benefit, also functions as a transformation infrastructure and the Job Creation Perppu answers the uncertainty of the Job Creation Law after the Constitutional Court's decision in 2021," Prof. Ramli noted.

Dr. Sofyan Djalil stated that the substance of the Perppu, which has also been implemented by the Job Creation Law, provided benefits to the community, including through an easier and faster licensing process, as was apparent from the ease of exporting.

Academics and experts are pushing for the DPR to be able to approve the Perppu on Job Creation and enact it with the Law on the Enactment of the Perppu on Job Creation as Law as stipulated in the 1945 Constitution.

This will strengthen the legal certainty aspect of the Job Creation Perppu which, among other things, regulates affirmative policies for MSMEs, ease of business licensing, investment implementation through the Investment Management Agency (LPI), sustainability of the National Strategic Project (PSN), and related to employment aspects.

In addition, public consultation on the Bill on the Enactment of the Job Creation Perppu to become a Law with various parties for facilitating meaningful participation should be carried out continuously.

Airlangga expressed gratitude for the inputs and support from academics and experts as well as highlighted all inputs and concern in the implementation of the Job Creation Perppu and the process of deliberating the Job Creation Perppu Enactment Bill to Become a Law in the DPR.

"The government is optimistic that the DPR can approve the Job Creation Perppu in the context of efforts to increase investment and expand employment needed and to anticipate the dynamics and uncertainties of the global economy," Hartarto stated.
